WeTip Board of Directors
Laura Clifford is the Founder and Executive Director of the Employers Fraud Task force/ She became President of the WeTip board of Directors in 2015. The Employers’ Fraud Task Force studies, develops and communicates methods of combating workers’ compensation fraud, waste and abuse. The task force also serves as a general resource and communication forum for the industry, and facilitates education and communication among concerned parties such as employers, law enforcement, legislators, insurers and consumer groups.
Laura CliffordSue Aguilar has served as WeTip's Chief Executive Office for over ten years. She has served as vice President of the Board of Directors since 1995. She has also served as WeTip's Public Relations Director, Conference & Seminar Coordinator, and Crimeline Editor since 1978.
Susan AguilarJohn Floyd has been a member of WeTip's Board of Directors since 2015 and WeTip's treasurer since 2016. The Law Offices of Floyd, Skeren & Kelly, LLP was established in 1987 by John B. Floyd. Mr. Floyd is a Certified Specialist and has devoted many years in the workers’ compensation field representing insurance companies, self-insureds, municipalities and employers in §132(a) claims and serious and willful actions. He has served as an Arbitrator, Mediator, and Judge Pro Tem, as well as being an expert witness in bad faith claims and is a Certified Administrator for Self-Insurers. Mr. Floyd is involved in numerous committees, including California Chamber of Commerce Amicus Committee and the Employers’ Fraud Task Force. Additionally, Mr. Floyd is nationally recognized and AV Rated by Martindale-Hubbell. He is also a member of the California Association of Joint Powers Authorities (CAJPA). Mr. Floyd helped publish Retired Judge David W. O’Brien’s treatises on California Workers’ Compensation Claims and Benefits and California Unemployment and Disability Compensation Programs.
John FloydDon Miller has been a member of the WeTip Board of Directors for 16 years. He has volunteered at WeTip for 23 years. Don has assisted in recording all of WeTip's Annual Conferences as well as aiding in photography. Don has served as WeTip's Board of Directors secretary for 2 years.
Don MillerTeresa has been an Executive member of WeTip's Board of Directors since 2008. Theresa is the Prevention Services Coordinator for Schools Insurance Authority (SIA). SIA has a total of 35 members, representing school districts, county offices of education and joint powers authority, all located in Northern and Central California. Teresa has aided WeTip in the development of several school programs including WeTip's Bully program.
Teresa FrancoTodd is the Risk Management Director of Midwest Public Risk, a governmental risk sharing pool in Kansas City, MO. Todd has been a member of WeTip's Board of Directors since 2009. Todd has help developed marketing tools that aid parks and recreation in Missouri with any crime they experience by helping spread the word of WeTip's community program.
Todd FosterJoseph Paulino, a long-time members of the San Bernardino City Unified School District Police Department, has been sworn in as police chief by Superintendent Dr. Dale Marsden. Paulino, who first joined the District as a patrolman in 1997 and worked his way up through the ranks, has held the interim chief position since July 2010. His strong ties in the San Bernardino community, his problem-solving skills, and his passion for making a positive difference in the lives of students made him an ideal candidate, Marsden said. “Chief Paulino has a strong vision for making hope happen for our students and our community,” Marsden said. “With Chief Paulino in this key leadership position, our district, our schools, and our students will be safer.” As police chief,he oversees a department of 26 sworn police officers, 55 campus security officers, and more than 10 support staff. The department is responsible for ensuring the safety of the district’s 53,000 students and protecting district property.
Joseph PaulinoSheriff Kelly "KC" Clark is WeTip's newest Board member. As sheriff of Navajo County, AZ sheriff Clark has been a partner of WeTip's since 2009. Sheriff Clark has served in numerous leadership positions throughout the State of Arizona to include President of the Arizona Narcotics Officers Association, President of the Arizona County Attorney/ Sheriff’s Association, as well as President, Arizona Sheriff’s Association (for 3 terms).
Kelly "KC" ClarkAlex Torest has been a board member of WeTip's since 2015, an advisory board member since 2009. Mr. Tortes has aided in the development of WeTip's Indian Reservation program and the 855-4-THE REZ hotline. Asa member of the Torres Martinez Desert Cahuilla Indi

Miriam and Bill Brownell founded WeTip in 1972. Miriam has served on the WeTip Board of Directors since 1972.
Miriam BrownellRoger has been on the WeTip Board of Directors since 2005. He is retired from Director of Wells Fargo Security.
Roger PidaWalt Allen served on the WeTip Board of Directors for 5 years and is now honored as a member of our Board of Governors . Walt currently serves onn the City of Covina, CA council and is retired as the Director of the California Youth Authority in Sacramento, CA.
